Kind of bird-dragon, how is it done?

Traditionally sketched and poorly Photoshopped a couple years ago. This a portrait done for a user named Nighthawk; though this was based solely on the username, not the actual description of the person.

I think they went over to dA. Although, there hasn't been very many posts recently there too...
