No, mutation involves manipulation of the DNA sequence. The above proposal involved chemical adjustments, radiotherapy, and surgery.

No. Only a few will be sent on each mission. This allows different people to go on different missions while still being the same story.

Psychic Bind: Character can imobilize people so long as they make direct eye contact.
Mind Warp: Character can cause others around them to not notice something: an item, action, scenery change, etc.
Telepath: Character can sense emotions around them- not by choice.
Mental Games: Character can temporarily induce vertigo in an opponent.
Windshield Thoughts: Character can still wind gusts nearby.
