The way I see it and from the info in the link, the dragon face is a mask (the "headband" is the strap holding it) and the character seems to hold some sort of katana in one hand.

its where u have to build cities, discover technologies and CONQUER THE OTHER CIVILIZATIONS AROUND U!!! ^^ but u start out at around 3000 BC and only with one small village...its hard to explain...

Haha, Dahlia, this is nice! If boredom causes you to conjure up stuff like this... BE BORED MORE OFTEN! Anyways, the hand is wrong, and the arms have no exact definition to them... And, of course, the dragon mask is awesomeness. @JewelofTheSea: From what Dahlia tells me, yes, it is the same Waka as the one from Okami. Which is plain happiness and joy for me, since he is probably my favorite video game character hands-down.
